While WordPress comes with jQuery out of the box, there is (custom) themes without jQuery. Manage Consent - Customization options under Settings

Customizing the manage consent button currently requires the use of custom CSS. A section with customization options for this button could be added to Banner settings or Settings, so that custom CSS is no longer needed.
